The basic rule set for driving safety in Ireland was established by the Road Traffic Act of 1961, which has incrementally updated and is now in its current form, the Road Traffic Act 2005, soon to be updated by the new 2006 bill. 

Provided that the accident is not the result of drunk driving, then criminal charges are not generally involved. At the scene of an accident, be sure to gather the name and address of the other driver, his/her registration number, the name/address of his/her insurance company, the insurance policy's expiration date, and information from any bystanders and witnesses.

In these cases, it's important to report the accident as soon as possible, and under no circumstances should you admit liability for the accident at the scene thereof. It's highly recommended that you hire a solicitor to handle your insurance claim and any court action required. Insurance companies are fairly eager to either offer a settlement that is going to hurt you in the long run, or immediately raise your premiums and deductible.

A solicitor will facilitate your interactions with your insurance company, the other party, and his/her insurance company. Insurance companies have legal professionals; it's not a good idea to go in without one in this situation.
